If you really want to play while you wait, just pick any available server and try it out. You don't really need a Linkshell or Free Company to get anything done in the early game, anyway... And if you get lonely, everyone and their brother is shouting to fill Free Companies at the moment.
Pretty sure all servers will be open after the data center upgrade.
I sure hope so. It'd be nice if they offered free transfers so I could be on a server with people I know, but I also figure, I haven't made so much progress in it that restarting would be that difficult. It'd probably be a lot faster since I could skip most of the dialogue.
I'm interested to see how many of you guys end up hating eachother actually playing in game

I just don't think everyone will get along as well as they do on these forums when there's something to actually gain/lose out of the relationships. IE who gets drops, stop dying noob, you're never on when I want you on! etc
