We'll have whatever content brings Empy+3 as well. But I'm betting we'll see subs strat dropping off after Empy+3 starts getting mastered, and it'll be a trickle until this 20th anniversary brings people back.

If they were smart they'd release a way to +2 empyrean and then save +3 for a few months later. Stagger it to keep people having something to chase rather than release it all at once.
