I'm currently on an Asrock RX 7900 XT Taichi that I bought off Facebook (now that's risky) and over a year later I'm golden Ponyboy. It's one thing if you're not comfortable buying used if you don't know how to spot things or diagnose issues, but if you do, it's a no brainer to get stuff on the cheap when you can to further your build.

I so miss me standing inside Microcenter with flipflops, sweatpants, and a jacket waiting for FedEx/UPS to drop off GPU Shipments. (Fun fact: Was told they were not getting shipments anymore for the day when I got my card last year. Was leaving when I watched the FedEx guy walk in with the boxes, and I just turned around)

Just dust the case and/or adjust the fan curves. They're loud cause it's dirty.
If you have some sort of compressor for air blowing you don't need to disassemble much, just take the sides and all dust guards off. If you want to be cautious make sure the fans don't rotate as it produces current and cheap fans save money by leaving out protection measures.
Some people also do it with canned air although I don't know for how many appliances one can lasts.
Just make sure to do it outside.
Last I think it's fair to mention that, at least with a compressor, you'll most likely get condensed water into your PC. I've cleaned my machine several times that way and didn't have issues. Always made sure to spray a good bit on the side panels after I was done with the machine so I could make sure the water was evaporated before I plug the PC back in.
It's apparently indeed none conductive, as they teach in school, but it still feels sketchy.
I picked up one of these things and it's absolutely amazing. As a vacuum it works great, but it also has nozzles to turn it into a high pressure air nozzle. It's drastically better than those CO2 cans.
I also found this at Costco for about $40 few weeks ago. This brand impresses me a lot. I have several small power tools from them now.

They had to invoke contract clauses to make everyone come back for season 3, plus they had an actor die. No one wanted to be there and it shows. The Boys is spiraling too, but thankfully, Shadowlord is incredible and Daredevil is solid.
